Decentralization and partnerships

During the first two years, the Luiz Henrique da Silveira Administration implemented the Administrative Decentralization, based on a structure composed of 30 Regional Development and regionalized budget Secretary s and Counsels. (This structure was broadened to 36 regions at the start of 2007.) In February, 2005, it consolidated the administrative reforms, sanctioning innovative projects: the Social Fund and SC-Parcerias S/A. Essential to the decentralization and creation of multiple flexible partnerships that consolidate the different productive agglomerates in the State, increasing their competitiveness in an integrated and harmonic manner.

SC-Parcerias S/A

A company formed to raise resources from Public-Private Partnerships (PPPs). It has a proposed capital of R$ 1 billion, to be paid up. Connected to the Secretary of State Planning, as a joint stock company, SC-Parcerias S/A will give priority to self-sustaining investments intended for the duplication of highways in Santa Catarina; the completion and restoration of BR-282; the exploration of highway, asset and public utility concessions; amplification, modernization and construction of ports in Santa Catarina; amplification of water and sewage systems; amplification, construction and reform of equipment installations meant for entertainment, leisure and the increase in tourism; and other relevant and self-sustaining financial projects in the State.

Social Fund

This Fund was created to finance social inclusion support programs such as road construction, housing projects, and investment in tourism, sports and culture. It will be capitalized by voluntary ICMS contribution resources. The Government hopes to raise R$ 250 million a year to manage specific programs. The Fund will be made up of resources from indebted businesses that, when contributing to the State, will have 50% of their debt reduced.
